1. Bilateral Programs Guidelines for AY2027
The counterpart researcher must submit the application form in the partner country as well. Please note that there have been many cases of applications not being submitted in the partner country in the past years.
The deadline of the counterpart institute and/or country may differ from ours. Please make preparations well in advance of the deadline.
As of AY2022, new Security Export Control Regulations have been established for cooperation with overseas researchers and/or organizations. Please submit the pre-confirmation sheet after the project has been selected, so it is not necessary to submit the sheet at the time of application submission.
[Additional Note] If, after selection, the project falls under the security export control requirements and the subsequent review does not result in approval, you must decline the award.
Please consult the Collaboration and Assistance Section if you have any concerns about the content of your research plan.
Beginning with the 2026 application, JSPS mentions the use of generative-AI to prepare applications. Be sure to check the JSPS application guidelines.
Please read the application guideline carefully and submit your application form on the JSPS online system.

Applicants do not need to print out their application forms for submission. Please attach your application form files on JSPS online system.
All application forms need to be compiled into a document and approved by our university president. Please submit your application documents by the deadline.
Please note that for approximately one week after the deadline, minor revisions to submitted applications will be permitted. In this case, the application will be returned, so please ensure you make the necessary revisions at your own responsibility and resubmit promptly.
If the resubmission process is not completed, your application may not be accepted. Please be aware of this requirement.

2. JSPS Online System
JSPS operates three online systems (KAKENHI(e-RAD), International Program, and Research Fellowships).
Each system requires its own ID; the one for this online system differs from your e-Rad ID.
If you do not have an ID to use the online system, please send an e-mail to the above address.

JSPS provides official manuals in Japanese for Japanese applicants.
2.2. Attachment Forms
Application forms for submission to JSPS can be downloaded from the JSPS website in English.
The "Notes for Writing the Application" document is also available from the above website. Please read carefully before submitting.
2.3. Important Notes for Application Form Preparation

2.3.1. Evaluation Criteria
Additionally, the following evaluation criteria have been publicly announced:

Scientific excellence of projects/seminars

Necessity of cooperation, added value gained, and mutual research advancement through transfer of knowledge and expertise

Impact of outcomes on improving the quality of life, contributing to socioeconomic development, and/or solving prevailing social issues

Participation of young researchers and contribution to fostering them

Sufficient negotiation having clearly been carried out between the applicant and counterpart PI before submitting the application. Feasibility and concreteness of the plan and contribution to researcher interaction in advancing the research during the project period while having a high potential for future advancement.

2.3.2. Creating a Research Collaborators List
The review criteria explicitly include participation by young (early-career) researchers as an independent evaluation criterion.
We have observed that some applications submitted in the past include insufficient numbers of participants on these lists.
While the quality of the research plan itself is of course important, we strongly encourage applicants to carefully structure their proposals in light of these evaluation criteria.
